One of Cultur'all's missions is to create a network that works to promote culture and the arts among vulnerable target groups. Cultur'all has signed more than 120 agreements with cultural and social organisations.
Cultur'all aims to facilitate access to culture for people who are isolated from it, in particular through the Kulturpass.
Cultur'all believes that participation in cultural life, both as a participant and a consumer, is not only a right, but also an essential need for human fulfilment. No human being should be excluded from it for any reason whatsoever. However, a large part of the population, whether disabled, isolated, from a minority culture or economically disadvantaged, does not yet enjoy this fundamental right. Yet respect for and implementation of cultural rights are prerequisites for the development of individual and collective capacities, cohesion and social justice. They have an important role to play in the fight against poverty and social exclusion.
